you can obtain pcc through your embassy provide them with a copy of the iqama (number in engl.) passportcopy, name and nationality must be shown for further information and information about the fees, please contact: www.indianembassy.org.sa

Check from Police Management in Al-Khobar (Corniche) For your easyness take a saudi guy with u, otherwise u will loose time, and may not be able to have correct information.
