some open torrent sites are blocked but the pirate bay is fine , and most torrent trackers working fine.

Not all of them are blocked . But am pretty sure there is a way around blocked ones.

they shouldn't be blocked, my friend used to always use them while in saudi.

well they are blocked. most of them, the ones i get anyway. but its easy to unblock them. what ever website you want to go to. enter it in this website, and it will unblock it for you. works in school. work. ect. www.treesniff.com
